Resumo: A mobilidade humana tem acompanhado a formação das civilizações e o avanço da globalização, sendo facilitada pelo desenvolvimento da tecnologia, dos meios de transporte entre outros, viabilizando maior amplitude de deslocamentos, proporcionando fluxo de bens, serviços e símbolos. No estado de Roraima, desde o ano de 2014, tem-se vivenciado o recebimento de migrantes venezuelanos, que foi se intensificando no fim de 2016. E esse movimento tem sido visibilizado como um problema pelos meios de comunicação e autoridades locais, especialmente no que se refere às questões de saúde. A partir disso, a temática desta pesquisa surge da percepção do desafio que é a manutenção da saúde da população nativa e migrante, devido à vulnerabilidade e às condições de recepção dos migrantes venezuelanos na cidade de Boa Vista-RR, considerando o contexto de multifatorialidade no desencadeamento das doenças. Sendo assim, a presente pesquisa se propõe a responder os seguintes questionamentos: A migração venezuelana para Boa Vista-RR contribui para a produção de agravos à saúde relacionados ao ambiente? Em que medida a migração venezuelana afeta os serviços de saúde pública, na perspectiva da saúde ambiental, na cidade de Boa Vista-RR? E teve como objetivo principal: Avaliar os impactos à saúde pública, decorrentes da migração venezuelana, na cidade de Boa Vista-RR, no período de 2008 a 2018, sob a perceptiva da saúde ambiental. A tese foi organizada em quatro capítulos articulados com os objetivos específicos do estudo e, portanto, cada capítulo teve sua metodologia de análise. O primeiro contou com metodologia qualitativa descritiva, com vistas a compreender a tipologia da migração dos venezuelanos para Boa Vista. E os demais capítulos contaram com metodologia quantitativa descritiva, com análise documental em dados secundários, com o intuito de mapear os agravos que se condicionam com o ambiente, a partir dos atendimentos nas unidades de saúde; determinar a carga global das doenças da população de Boa Vista-RR (brasileiros e venezuelanos), no período do estudo; e comparar as despesas computadas, por agravo de saúde, da população brasileira e venezuelana. Entre os resultados, observou-se que os migrantes venezuelanos apresentam uma tipologia migratória de aspecto misto, com características das teorias macro e microssociológicas e neoclássicas. Podem ser classificados como migrantes por sobrevivência. E a esses são impostas condições de vulnerabilidade social, que afetam na produção e construção social da doença. Determinou-se que as principais doenças com frações atribuíveis ao ambiente que acometeram a população do estudo foram as síndromes respiratórias agudas (SRA), as doenças diarreicas, o HIV/AIDS, a Malária, as neoplasias e a desnutrição. Que são doenças consideradas de prevenção fácil e fortemente vinculadas a fatores de iniquidades sociais, além dos fatores relacionados à assistência à saúde, tais como a baixa oferta de serviços de atenção primária. Por fim, identificou-se que quanto aos incrementos financeiros decorrentes do atendimento aos migrantes venezuelanos nos serviços de saúde pública de Boa Vista, esses representaram apenas 3,60% das despesas computadas na série histórica analisada. Evidenciando-se que a migração venezuelana não produziu impactos negativos no sistema de saúde local, que apenas evidenciou problemas existentes.
Abstract: Human mobility has accompanied the forrnation of civilizations and the advancement of globalization, being facilitated by the development of technology, means of transport, among others, enabling a greater range of displacements providing the flow of goods, services and symbols. In the state of Roraima since 2014, the reception of Venezuelan migrants has been experienced, which was intensifying at the end of 2016. And this movement has been seen as a problem by the media and local authorities, especially with regard to health issues. From this, the theme of this research arises from the perception of the challenge that is the maintenance of the health of the native and migrant population, due to the vulnerability and reception conditions of Venezuelan migrants in the city of Boa Vista-RR, considering the context of multifactoriality in the triggering of diseases. Therefore, the present research proposes to answer the following questions: Does Venezuelan migration to Boa Vista-RR contribute to the production of health problems related to the environment? To what extent does Venezuelan migration affect public health services, from the perspective of environmental health, in the city of Boa Vista-RR? And had as main objective: To evaluate the impacts on public health, resulting from Venezuelan migration, in the city of Boa Vista-RR, from 2008 to 2018, under the perspective of environmental health. The thesis was organized in four chapters articulated with the specific objectives of the study and, therefore, each chapter had its methodology of analysis. The first had a descriptive qualitative methodology in arder to understand the type of migration of venezuelans to Boa Vista. And the other chapters relied on a descriptive quantitative ethodology, with documentary analysis on secondary data in arder to map the conditions that are conditioned by the environment, from the attendance at the health units; determine the global burden of diseases of the population of Boa Vista-RR (Brazilians and Venezuelans), during the study period; and to compare the computed expenses, by health problem, of the Brazilian and Venezuelan population. Among the results, it was observed that Venezuelan migrants have a mixed-type migratory typology with characteristics of macro and micro sociological and neoclassical theories. That can be classified as migrants for survival. And that they are imposed conditions of social vulnerability that affect the production and social construction of the disease. lt was deterrnined that the main diseases with fractions attributable to the environment that affected the study population were acute respiratory syndromes (SARS), diarrheal diseases, HIV/AIDS, Malaria, neoplasms and malnutrition. Which are diseases that are easily preventable and strongly linked to factors of social inequity, in addition to factors related to health care, such as the low supply of primary care services. Finally, it was identified that as for the financiai increases resulting from the attendance of Venezuelan migrants in public health services in Boa Vista, these represented only 3.60% of the expenses computed in the analyzed historical series. lt is evident that Venezuelan migration did not have negative impacts on the local health system, which only showed problems that already existed.
